The Pan Tool allows the user to interactively move the center of the map without changing the map scale.
Step 1: Click on the Pan Tool to select it, the cursor will change to cross-arrows.
Step 2: Click, drag,
and release the mouse on the Map Display to "drag"
the map in the direction you wish to pan. The Map
Display will redraw, centered at the new location.
